Point the footers README at the headers README beside it
The footers directory is meant to show the same README as the headers
directory, which covers both. Its symlink named the target relative to
the repository root, but a symlink resolves relative to its own
directory, so it has pointed at nothing since it was created. When
both directories moved under html/components/, they kept the same
relation to each other. So the target is ../headers/README.md.
The footer dropdown lists only .tx files, so the README does not appear
in it now that it resolves.
