Enable ProhibitUselessNoCritic, the last policy that was off

An annotation that suppresses nothing still reads as a claim that the
line breaks a policy, and it hides the next real violation of that
policy on the same line. The policy reports such an annotation.

Every perl file in bin/ and lib/, and every test, passes it under the
full profile (the hook's exclusions apply to the tests), so the tree
needs no change. A probe that put a useless annotation in a copy of
a module made it fail, so the check works.

No policy in the profile is commented out now.
