Say that tarbaby restarts drop no request, and drop a stale XXX

tarbaby's abstract and usage named only autoreload. The server it runs
also lets a worker answer the connection it accepted before a HUP retires
it, which is the other reason to start tPSGI through it.

stream_raw_cgi() was documented as printing the HTTP status line for the
CGI. It prints nothing of its own: it runs the file with the response
handle selected.
